Municipal housing
In order to be entitled to a municipal apartment, you must be an Austrian citizen or equivalent, i.e. a permanent EU resident, EU/EEA citizen with a permanent registration certificate or a person entitled to asylum. If you have had your main residence at the same address in Vienna for 2 years, your chances of being able to apply for a so-called Wohn-Ticket increase.
You can find more information on council apartments here: https://wohnberatung-wien.at/wiener-wohn-ticket/allgemeines
Cooperative housing
Cooperative apartments (or subsidized apartments) are usually significantly cheaper than apartments on the open market. However, a kind of deposit (financial contribution) must be paid, which can be very high. This is refunded at the end of the tenancy, minus a small amount.
You can find cooperative apartments via private advertisements, at the respective non-profit building associations or via the Vienna Housing Advisory Service.
